What do i need to do to take a microlight that has been scrapted of the register.

To my understanding CAR47A -APPLICATION FOR REGISTRATION OF AIRCRAFT - would be used for this as well.
Tick - Application for the cancellation of certificate of registration: complete pages 2, 7 and 9;
However, sounds like a sad procedure which I have not gone through myself.

Also if radio station licence, a letter to ICASA to stop sending you radio renewal notices.

R470 to take it of the register!!Why not keep it on then.Costing me nothing.

Yup - it does seem crazy. In fact I would hazzard a guess that there is a large amount of aircraft that either do not exist any longer or have been dismantled and they are still on the register.
To worsen things is that if one day you decide to deregister it could cost more than just the dereg charge. Recently assisted with a TCA de-registration and all the currency fees had to be paid up to date before they would allow dereg. Just in case some chance they impose the same onto a NTCA may be cheaper to do now than get caught later on with a moerse back pay on 'currency' fees.
