Explanation on maintenance questions and need for an AP

Just to clear up the question regarding maintenance that a few people have had.
1. The owner of a NTCA is responsible for the maintenance of his own aircraft, whether he does it himself or gets a mechanic/AMO/AME/AP to do the repairs/general maintenance that is up to the owner. If you don't know how to do the repairs/maintenance then get someone who knows what he is doing.
2. The only time you require an AP/AME/AMO to sign out your aircraft is when you need to renew your Authority to Fly.
3. For an AP/AMO/AME to sign out your aircraft, make sure that he has the appropriate rating for your aircraft on his licence.

Hi Rowena,
What’s the “current position†come 1 January 2008?
• Continue with owner maintenance?
• Continue with owner maintenance but only under direct supervision?
• No owner maintenance – outsource all to AP, AMO, AME?
At this stage it is difficult to find anyone who has a clue. All I get as an answer is “Dunnoâ€Â.

I was told by the head of the technical committee that owner maintenance is ok, but I am busy trying to find out where it states that in the technical standards. In the new regs of part 24 it states at this stage that an owner cannot from 1 January 2008. This is being amended to allow owner maintenance. It will have to also describe what maintenance can be done by the owner and what has to be done by an AP/AME.
