EXPLAIN THIS TO ME !!

This really happened in the last week:
A trike pilot was busy taxying to the holding point when his estranged wife ran onto the taxiway and grabbed the trikes right wing, shaking it violently
Then she ran towards the trike and the pilot cut the motor to prevent her from running into the propellor
She then attacks the pilot ( her husband) and attempt to pull out the ignition key and and the intercom wiring.
This was all captured on video mounted on the trike and was witnessed by two people.
The wife then ran off and drove away
NOW HERE COMES THE UNBELEIVABLE PART
Pilot goes to SAPS to lay a charge
SAP says it is domestic violence and as it was his wife there is no charge!
Pilot says it is against the aviation law as prescribed by the CAA
SAP, when they heard the word "civil" says that then it is a civil case and not a criminal one!
A white detective then arrived and cleared things up
Station commander then phones the SAPS legal department to hear what the charge must be
A Colonel on the other side of the phone say......wait for it..... "Aviation law is not practised in RSA" and it is a domestic violence case with willfull damage to property as the washout batten was bent and the key and cables dammaged
So you are allowed in this country to run on to an airfield , grip the plane and shake it arround and damage it, assault the pilot in the cockpit and you will not brake any aviation law as it is not practised in this country!!
Now I can only wait for DUCK and some other of my friends comments on this , I myself would have not cut the motor. Afterall what is a R7000 prop if it buys you peace and quiet.
But seriously, maybe John or Bundy can help...........surely what she did was very serious and more then willfull damage to property!
